Patients Over Profits

At PASNAP, we believe that healthcare is a human right—not a business model.

Yet, too often, corporate hospital chains and health systems make decisions that prioritize financial gain over patient well-being. The result? Chronic understaffing, delayed care, unsafe conditions, and entire communities left without access to the healthcare they need.

Our members see it every day. A patient left waiting for hours in the ER because there aren’t enough nurses on shift. A rural hospital shutting down labor and delivery services because the profit margins aren’t high enough. Patients discharged too soon, or denied necessary treatments, because the cost is deemed “too high.” These decisions are driven by spreadsheets, not by what’s best for the patient.

That is unacceptable.

CORPORATE HOSPITAL POLICIES ARE PART OF THE PROBLEM

Pennsylvania's hospital systems often operate like big businesses, not public health institutions. Facilities close profitable units in one community to expand more lucrative services in another. Administrators cut staff and resources to boost executive pay and investor returns. All the while, patients—especially the poor, uninsured, and those in rural areas—bear the brunt.

  • Hospitals in PA have cut essential services like mental health, maternity care, and community clinics.
  • Staffing ratios remain dangerously high, increasing the risk of medical errors and patient harm.
  • In many facilities, frontline caregivers have little to no voice in decisions that directly affect patient care.

HOUSE BILL 1460

On June 10, 2025, the PA House held private equity accountable in healthcare, passing the Hospital System Protection Act—a bill inspired by private equity-funded Prospect Medical’s brazen and immoral looting of the Crozer Health system—with solid bipartisan support. The vote count for the bill, which would give the Attorney General and the PA Department of Health desperately needed oversight of all large, for-profit healthcare acquisitions and mergers in PA, was 121 to 82.

PASNAP represented more than 1,000 frontline workers within the Crozer Health system—nurses, techs, paramedics, pharmacists, and professionals. On behalf of our members and their patients, we pushed hard for the bill, and our outrage was heard by lawmakers from both sides of the aisle. The specter of the Crozer Health system and the PASNAP members there were behind many of the comments on the House Floor.

In introducing the bill, prime sponsor Rep. Lisa Borowski called out Prospect for crippling then closing Crozer. She said,

“In addition to leaving a county of more than a half a million people with only two acute care hospitals to attend to their needs, over 2,600 nurses, physicians, food service, environmental staff, technicians, and therapists lost their jobs.”

In his remarks, Rep. Craig Williams, a Republican from Delaware County, said five times:

“I hope for you, you’ve never had a hospital close in your county. I hope that private equity never comes into your county to take over your health care. It’s been awful in Delaware County.”

Rep. Dan Frankel, chair of the House Health Committee said:

“We owe it to the workers trying to hold [our health care system] together to look at the deal, follow the money, and ask the most important question – is this in the interest of patients or just investors?”

And Democratic Leader of the House Matt Bradford closed the remarks with a forceful statement:

“We will use the rightful power of government, the righteous anger to what happened to our friends in Delaware County,” he said, “… to put something forward to give us the tools we need to scrutinize the role of private equity in our health care.”

WALL STREET HAS NO BUSINESS IN HEALTHCARE

What happened to the Crozer Health system and Hahnemann Hospital before it leaves no room for doubt: We need state oversight of for-profit hospital purchases and mergers to protect our hospitals in Pennsylvania. The Hospital System Protection Act would empower that scrutiny, prohibiting transactions “against the public interest” and looking hard at the odious private-equity practice of selling the land out from under healthcare facilities and then forcing the facility to pay rent. These “sale-leaseback agreements” are hospital killers and were a large part of the problem at  Hahnemann and at Crozer.

The bill is currently in the PA Senate. What happened at Crozer should NEVER happen again in PA.

#profitsoverpatients. ALWAYS.
