Why Organize?

Since PASNAP was formed in 2000, 41 groups of frontline healthcare workers from every corner of the state, in large urban medical centers and in small, community hospitals, have organized, won their union elections, and joined PASNAP. We are now 11,000-plus member strong. Together, we fight for our patients, for ourselves, and for patient-centered care in every hospital in Pennsylvania. And you can, too. 

Forming a union is a federally protected right. Your employer does not get a say or vote in whether or not you and your coworkers form a union.

What is a union?

A voice. A collective voice. A seat at the table and a say in the decisions being made that affect us and our patients.

Being part of a union, an organization of you and coworkers, means that you all together have a real say in the issues you care about at work. From patient safety and staffing ratios to wages and working conditions, having a union means having the ability to negotiate.

How does a union change my workplace?

Building power for lasting change.

When healthcare professionals come together to advocate for the improvements we and our patients need, it resets the balance of power in our hospitals. Without a union, management and administration are the sole decision makers at your hospital. All that changes when you and your coworkers come together and speak with one voice because without you all the hospital will not function. You are the ones who provide patient care and have the power to make the changes you want to see. Standing with your coworkers together and fighting for change is how you realize your power.


A legally binding contract between you and your employer.

The goal of a union is for healthcare workers to have an equal seat at the table with management and a say in the decisions that affect you, your families, and your patients. We hold our hospitals accountable by working with them to provide solutions in writing. A union contract is a legally binding document–one that healthcare workers will have a say in creating and that, once agreed upon, the hospital must follow.

Every contract is a snapshot of the power workers have at the time the contract is negotiated. Which is why building unity and participation through your facility is key to winning a great contract.

What PASNAP members have achieved in their contracts:

  • Enforceable staffing guidelines
  • Fair provisions around cancellations, floating, and scheduling
  • Transparent wage scale that honors your years of experience
  • Guaranteed yearly wage increases
  • Ongoing influence in workplace safety, nurse practice concerns, clinical issues, where nurses and professionals have equal representation with management
  • Guaranteed benefits that are protected from cuts
  • Fair process to ensure employers cannot use favoritism, nepotism, or poor policy decisions to discipline nurses and professionals for things outside their control
  • Protections around service line changes, layoffs, and consolidation of facilities

How do we do it?

Having a union is about more than winning an election, it's about building the power you need to make the changes you want to see happen.

From building a network of coworkers and countering management misinformation, to winning an election and bargaining a great contract, PASNAP has a plan to win.

The Plan to Win

Step 1

Build a team of trusted and respected coworkers from every work area and classification in your facility that will be part of your union.

Step 2

Build to a supermajority support among your coworkers. This can be demonstrated through a petition or union cards. But what's most important is that a supermajority of folks are making this decision together.

Step 3

Request recognition for union from employer or file for an election with the National Labor Relations Board.

Step 4

Win election by a wide margin.

Step 5

Bargain a great first contract.


Standing up and forming your union may feel daunting but PASNAP members and dedicated staff are here to help you and your coworkers succeed and will be with you every step of the way.

We use our collective strength to advocate for things like safe staffing, universal access to healthcare, and prevention of harassment and violence against healthcare workers. Our advocacy was instrumental in passing Act 102, Pennsylvania's ban on mandatory overtime for healthcare workers.
